INTERNATIONAL ECONOMIC SECURITY AND INTERNATIONAL COMPETITIVENESS IN THE SYSTEM OF ASSESSING NATIONAL ECONOMIC SECURITY

Abstract

The article examines the scientific problem of creating a modern system for assessing economic security and international competitiveness for the Ukrainian economy, which operates in conditions of global security risks, military threats and macroeconomic instability. The purpose of the study is to substantiate the methods of expedient use of international approaches to assessing the level of economic security and competitiveness to improve the national economic security system. At the same time, the purpose of the work is to identify those special tools (methods) for assessing economic security that become relevant for the economy of a country in a state of protracted war. The theoretical basis of the study is the fundamental concepts of macroeconomic equilibrium, stability and national economic security. These concepts correspond to the algorithms for assessing the level of economic security based on macrofinancial imbalances used in the EU, as well as the algorithms for forming international competitiveness ratings. An important component of the theoretical basis of the study was the work of analysts of international organizations, scientific publications of Ukrainian and foreign authors on economic security issues, as well as official documents of the European Union and Ukraine. To substantiate the conclusions, the article analyzed the features of the application of the EU Macrofinancial Imbalances Scoreboard (MIP Scoreboard) and the features of constructing integral indices of economic security that were used in Ukraine. In the process of the study, general scientific methods were used, namely: a systemic approach - in substantiating the system of indicators for assessing economic security, historical and comparative methods - in analyzing the evolution of systems for assessing economic security and competitiveness. The work used applied methods, namely: integral assessment - in the process of analyzing the construction of integral indices of economic security, rating assessment - in analyzing the level of security, according to changes in the country's position in the international competitiveness rating, When formulating the conclusions of the study, generalization and logical modeling methods were used. Based on the analysis, a list of key indicators for assessing the economic security of the Ukrainian economy, adapted to the current conditions of martial law and European integration, is proposed. The practical significance of the research results lies in the possibility of using the proposed approaches by state administration bodies in the formation of an updated methodology for assessing the economic security of Ukraine and making management decisions to ensure macroeconomic stability and increase the international competitiveness of the state.
