ECONOMY AND PUBLIC FINANCES – THE PHENOMENON OF UKRAINIAN INDOMITABILITY

The importance of public finances as a phenomenon of Ukrainian indomitability, which is embodied in the Ukraine Facility Plan for 2024–2027 and the creation of the “contours” of the change management model and best practices for the implementation of sectoral and cross-industry reforms, united by indomitability and the Ukrainian spirit, is outlined. The main purpose of the work is to study the role and importance of public finances in the effective use of financial resources to ensure the sustainable development of the country, as well as their impact on economic and social "rehabilitation" after the war. During the research, a variety of scientific and special methods were used to analyze, evaluate and summarize information, which not only enabled a deeper understanding of problems and challenges in the field of economy and public finance, but also provided a specific set of tools for the development and implementation of strategies to strengthen the financial stability of Ukraine in the conditions complex geopolitical and economic situation.The authors expressed the opinion that the strategic and main directions of Ukraine’s development require improvement of the state finance management strategy in the context of the implementation of the Memorandum on Economic and Financial Policy, in particular, regarding the achievement of certain key indicators determined by the IMF, cooperation with the World Bank and the European Investment Bank. The researchers also analyzed legislative changes that meet Ukraine’s needs in the context of meeting the IMF’s requirements for the implementation of the National Income Strategy. Proposals were made regarding the development of the draft Strategy for the Development of State Finances of Ukraine for the post-war period. It has been proven that the mainstream of the development of public finances is a pro-European regulatory vision of positioning the state, stabilizing the economy and ensuring its post-war recovery. This process encompasses the archetype of fiscal policy, public finance management systems, and the development of effective financial resilience mechanisms. The article is aimed at identifying effective strategies of cooperation between state bodies, civil society institutions and development partners in the restoration of the financial sector of the national economy in the period of military conflicts.
