Abstract

The study of the world experience of state regulation of the development of the digital economy sector makes it possible to note that the state is the main initiator and driving force for the introduction of digitalization processes, since their systematic nature and globalization entail integrating into all spheres not only economic but also public life and therefore requires the formation and implementation of a targeted state strategies for the digitization of the country, namely the complex of mechanisms of state regulation. The purpose of the article is to study the global experience of introducing mechanisms of state regulation of the development of the digital economy sector. The article proves that the experience of developed countries demonstrates the importance and priority of introducing state regulation of the development of the digital technology sector in such leading strategic areas: creating prerequisites for better access to world technologies; the creation of an institutional framework that would guarantee equal conditions of access and activities in the digital market; and the introduction of actions aimed at the growth of the digital economy and ensuring effective socio-economic development. It has been determined that the achievement of these strategic objectives is ensured in the world through the implementation of leading mechanisms: the institutional and legal mechanism that forms the institutional and legal framework creates the legal framework for the introduction of digitalization of the economy; economic mechanism is aimed at economic stimulation of digitalization processes; the organizational mechanism of which ensures the implementation of soft stimulating regulation and state administration of digitalization processes creates the conditions for the free development of the digital market; and the socio-psychological mechanism plays an important role in the introduction of digitalization processes, as it is aimed at the mass introduction of skills and digital knowledge and forms the social, market environment for the development of the digital economy, and the result of these mechanisms is the development of the digital economy and the digitization of the socio-economic life of countries.
