IMPLEMENTATION OF A PROGRAM-PROJECT APPROACH TO ENTERPRISE DEVELOPMENT MANAGEMENT IN MODERN CONDITIONS

The article explores the prospects for the implementation of a program-project approach to managing the development of enterprises in modern conditions. The aim of the article is to study the prospects of implementing a software and project approach to enterprise development management in modern conditions. The expediency and necessity of implementing a software-project approach to ensuring the effective functioning and development of enterprises are summarized. It was found that the use and implementation of mechanisms and models for the implementation of the program-project approach is carried out taking into account the world economic experience, experience and technologies of design-oriented enterprises. It is determined that the application of project and program approaches to enterprise management, including the approach based on the formation of the value of P2M, are important steps towards the introduction of new modern management systems. It was found that the implementation of design and program approaches allows business entities to quickly adapt to external market changes, effectively plan activities and significantly reduce the cost of operating activities both in the implementation of new innovative processes with the implementation of investment and innovation projects and in stable processes directly during the implementation of production activities. It was found that the use of a program-project approach in the enterprise management system is aimed at forming an effective holistically oriented management model that can ensure the effective functioning and adaptation and innovative development of enterprises in conditions of high level of economic uncertainty and significant market turbulent changes. It was found that the development and implementation of planning strategies by modern enterprises is carried out using different approaches such as systemic, structural, process, functional integrated, dynamic approaches that effectively ensure the development and implementation of management mechanisms and the implementation of management tools at different levels of management of business entities of all forms of ownership and types of economic activity. It is determined that the implementation of the program-project approach makes it possible to bring management processes to international management standards, optimize and reduce costs of both innovative and operational costs, find new opportunities for further development and achieve an increase in competitiveness and compliance of the company's products with the modern technological level and market needs, provide new opportunities for further effective development.
