Abstract

The article investigates that in a market economy one of the main factors of competitiveness and efficiency of an organization is the qualitative personnel structure, which is formed due to the development of enterprise personnel policy. Personnel policy as a basis for the formation of personnel management strategy is derived from enterprise development strategy. The urgency of the research topic is determined by the special conditions prevailing in the labor market in the field of employment in the conditions of the financial and economic crisis. Employees have always been the most important factors that ensure the efficiency of the company. The realization of the potential of any organization depends on knowledge, competence, qualifications, discipline, motivation, ability to solve any problems, readiness for training of staff and management. Therefore, personnel policy is an integral part of all management and production activities of the organization and is aimed at effective selection of personnel, its adaptation, training and re-training in accordance with the goals of the organization. The ultimate goal of HR policy is to create a cohesive, responsible, highly productive team capable of performing tasks in accordance with the mission and strategy of the organization. The role of personnel policy is particularly increasing in the context of the crisis economy. Migration of skilled labor reached a world scale. In the conditions of increasing competition for professionals, the issue of the personnel potential reproduction of country becomes relevant. Top management of any enterprise in a crisis faces the need to retain the most skilled managers and staff. Organizations need to develop measures designed to develop mechanisms for the preservation of human resources, which will encourage the activities of personnel to exit the organization from a crisis state.
