CONTEMPORARY TRANSFORMATIONAL IMPACTS OF GLOBAL TRENDS ON THE PERSONNEL POLICY OF THE DIPLOMATIC SERVICE OF UKRAINE

Abstract

The article examines the peculiarities of diplomatic service in Ukraine in the context of civil service reform. The implementation of domestic regulatory legal acts in accordance with the requirements of the European Union in the field of diplomatic service is analyzed. The features of diplomatic service in the context of updated legislation are analyzed and further prospects for regulatory regulation of this aspect of the functioning of the diplomatic service are identified. It is substantiated that new global trends require reformatting approaches to the implementation of new forms in diplomatic activities, the practice of using information technologies and AI in foreign diplomatic missions and the Ministry of Foreign Affairs as a whole. Attention is focused on the feasibility of reorganizing the personnel management structures of central government bodies and, on their basis, creating full-fledged HR departments. The need to increase the level of professional competence of diplomats and improve their knowledge of foreign languages, in particular in foreign educational institutions, is proven. The dynamics of staffing of diplomatic institutions of Ukraine are analyzed.

Proposals have been made to take into account, when training diplomats, such areas as knowledge of the main regulatory acts of the functioning of the European Union and its institutions, and mandatory proficiency in one of the official languages of the EU (English, French, and German) at a sufficient level. Attention is focused on the need to improve the information support of foreign policy activities and personnel policy of the central apparatus of the Ministry of Foreign Affairs and foreign diplomatic institutions of Ukraine in the context of Russian military aggression against Ukraine, which requires strong international support. Scientific publications of domestic and foreign scientists, experts in the areas of the peculiarities of diplomatic service in Ukraine and the implementation of international experience in digitalization in the public service system were analyzed.

Proposals have been made regarding the need for the diplomatic service corps, headed by the Ministry of Foreign Affairs of Ukraine, to effectively implement measures to digitalize the civil service and improve the staffing of foreign diplomatic institutions of Ukraine (abolition of competitive recruitment) and other problems in this area, as well as updating the tasks set for the diplomatic service of Ukraine.

It has been established that research into the status and directions of reforming the personnel policy of the diplomatic service of Ukraine in the context of the globalization of society and the extension of martial law in the country requires more detailed study.
