SOME ASPECTS OF STATE PERSONNEL POLICY IN THE SPHERE OF PUBLIC ADMINISTRATION OF UKRAINE

Abstract

The article analyzes the process of institutionalization of the main stages of reforming the state (diplomatic) service in Ukraine, examines individual factors of the state service reform, in particular, the introduction of the position of state secretary in ministries. It is emphasized that the separation of political and administrative functions in the leadership of ministries, as envisaged by the reform, did not occur in practice (with some exceptions): with each rotation of the leadership of the ministry, the state secretary also changed.

 It is substantiated that the diplomatic service is an integral part of the public (state) service, and its employees are civil servants. Some aspects of public administration in the diplomatic service system, which are regulated by the Constitution of Ukraine and the Laws "On Civil Service", "On Diplomatic Service", have been studied. The main problems of staffing the diplomatic service of Ukraine are identified, and the current process of selecting candidates for vacant positions in diplomatic institutions of Ukraine, the problems of competitive filling of positions in the ZDU are described. It is emphasized that the successful implementation of the tasks of the diplomatic service under martial law in Ukraine depends on the professional training of personnel. The developed relevant proposals, including draft legislative acts, to strengthen the institutional capacity of the diplomatic service of Ukraine are described. Such forms of innovative tools as digital diplomacy are highlighted. Proposals are formulated to improve the institutional support of the human resources potential of the state (diplomatic) service of Ukraine.

The provisions of the main regulatory and legal documents on the reform of public administration and the state (diplomatic) service of Ukraine are analyzed. The main tasks and directions for implementing the Strategy for Reforming Public Administration are determined and comments are provided on achieving results based on their implementation. The focus is on the analysis of the implementation of public administration reform in the country by experts from the SIGMA Program and recommendations for taking measures to further reform the civil service.
