IMPLEMENTATION OF FORESIGHT PROJECTS IN THE STRATEGY OF ECONOMIC DEVELOPMENT ON THE NATIONAL AND REGIONAL LEVELS

The article examines the possibilities of strategizing the country's economic development in conditions of uncertainty caused by challenges of a global nature, threats of social transformation and features of destabilization of the development of the national economy. The purpose of the research is the theoretical-methodological and conceptual basis for the identification of the specifics of the foresight in the strategizing of economic development based on a comparative analysis of foreign experience in the implementation of foresight projects at the national and regional levels to determine the prospects of its implementation in Ukraine in the context of European integration processes. The subject of the author's research is based on the deterministic of such scientific categories as economic development, strategizing, and foresight, the research of which is expedient to be carried out in the context of their interconnection and interdependence, since they are now objectively inseparable. The comprehensive toolkit of the conducted research is a system of general scientific approaches and methods: monographic; dialectical; systematic, comparative analysis; structural and functional; abstract-logical; generalization. The theoretical and methodological foundations were systematized and the conceptual basis for identifying the specifics of the foresight toolkit in strategizing the economic development of the state was formed. A comparative analysis of foreign experience in the implementation of foresight projects was carried out to identify strategic initiatives of economic development at the national and regional levels. European standards for the institutionalization of strategizing and foresight design have been established. The domestic practice was studied and the national peculiarities of the implementation of foresight projects at the national and regional levels in Ukraine were determined. It was found that strategic foresight becomes an important tool for long-term planning and decision-making in the context of socio-economic and political changes. It has been proven that the experience of European countries can be adapted for Ukraine, which is facing the challenges of recovery after the war and integration into the EU. The introduction of foresight at different levels of strategic management in Ukraine can contribute to the restoration and increase of the sustainability of economic development. The expediency of introducing foresight as an innovative mechanism of future design, institutionalization and strategic coordination of the efforts of government, business and the public is justified.
