INSTITUTIONAL DESIGN AS A CATEGORY OF PUBLIC ADMINISTRATION: THEORY AND PRACTICE OF APPLICATION

Abstract

This study solves a scientific problem of clarifying the content of the category "institutional design" of public administration. Provided a relevant solution to this problem, an applied result will be achieved, namely: the implementation of this concept in Ukrainian legislation with the aim of improving the practice of public administration. The problem of clarifying the content of the category "institutional design" is considered in the context of "Theory of Design Thinking" or the general theory of design-thinking (other versions of the acceptable translation are the theory of the design approach to thinking or the theory of design thinking). The study focuses on the principles of design thinking that can be most productive in clarifying the content of the category "institutional design". The research implemented the so-called "procedural approach" to the definition of the category "institutional design". According to the logic of this approach, three key components are singled out in the content of the category: institutions, rules, procedures. Detailing the key components made it possible to introduce other concepts into scientific circulation, which are important for institutional design, namely: powers, competences, algorithms for the interaction of institutions, standards, evaluation methods, indicators, incentives, restrictions, temporal coordination of functions, iterations of implementation of strategies and programs. Based on the proposed procedural approach to the content of institutional design, it can be implemented in the legislation on public administration.
