FORMING OF HUMAN CAPITAL AND ASSISTANCE TO BECOMING OF MIDDLE CLASS IN COMPOSITION OF OPERATIVE AIMS OF HUMAN DEVELOPMENT STRATEGY: INSTITUTIONAL TRAPS AND URGENT PRIORITIES

Abstract

The results of research of specifics of human capital functioning in the system of economic relations, its place and role in the complex mechanism of forming of significant stratum of middle class of population as a priority of the Human Development Strategy are presented in the article. The main purpose of the article is to highlight the role of human capital in a set of measures for the progressive transformation of social structure and the formation of the middle class as signs of positive trends in human development, prerequisites for economic stability, political stability and social security. The importance and necessity of progressive changes in the social structure of society are substantiated within the scientific discourse on the nature and content of institutional factors. It is determined, that exactly the middle class, formed by the instruments of human capital, is the stratum of population, that presents innovative judgments and values of economic and political culture, is the precondition of economic and social development of the modern state. It is argued, that the issues of the middle class and its influence on the system of public relations are directly related to the concept of human capital, the ability to use of professional knowledge, skills and practical skills in the form of an economic asset that generate incomes and precedes to implementation of progressive principles of distribution and redistribution in the system of socio-economic relations. The novelty of the study is that the authors obtained and interpreted fundamentally new data in relation to differences in the estimates of the middle class segment on monetary and sociological approaches in Ukraine. Theoretical generalization of scientific judgments, application of methods of statistical analysis and sociological questioning came forward as a methodological base of research. It gave an opportunity to analyse the course of transformation processes in the structure of society, to define their reasons and consequences. The applied methods of research provided versatility and reliability of the received information; they made it possible to clarify the current ideas about the tendencies in the middle class segment. Such approach provided the complex theoretical ground of authorial position, allowed to obtain, interpret and correctly compare statistical and sociological data, formulate conclusions and recommendations, aimed to create conditions favourable to becoming of powerful middle class in Ukraine.
