MODERNIZATION OF THE NATIONAL SECURITY STRATEGY IN UKRAINE IN THE CONDITIONS OF INNOVATIVE DEVELOPMENT WITH AN EMPHASIS ON ECONOMIC SECURITY

Abstract

The role of social and economic development of Ukraine in the process of world innovation development is analyzed in the article. Over the last ten years, the dynamics of increasing the influence of science and new technologies on the development of socio-economic sphere increases the relevance of an innovative model of state development. The world economy has undergone significant and rapid changes at the structural level as a result of innovative technologies. As a result, Ukraine is not able to structurally modernize the economy in line with the new technological style, or neglect these processes, which, in turn, does not even hinder development, so much that undermines the economic security of the state in the national system. The formation of an innovative economy requires a sound state policy, which is enshrined at the legislative level. Given the intention of Ukraine to integrate into the European Union, the state is obliged to create an appropriate level of welfare of the population in accordance with European standards, so the implementation of the aforementioned policy seems appropriate. The legislative basis for resolving this issue is the Law of Ukraine «On National Security of Ukraine» and the National Security Strategy of Ukraine. A serious shortcoming of the new wording of the Law was identified – the definition of the concept of «national security of Ukraine» was reduced, the notions: «fight against corruption», «health care», «development of education and science», «innovation policy», etc. were excluded. Appropriate policy choices for the implementation of the National Security Strategy make it possible to concentrate efforts and resources on realizing the potential of economic development and thereby ensure the effective and secure development of all spheres of human, society and state life. It was stated that for Ukraine, the solution of national security tasks should not be reduced to protection from military dangers only. Particular emphasis should be placed on the innovative development of industry, the use of «clean energy technologies» and the development of space technologies. The directions of improvement of mechanisms of ensuring the economic security of Ukraine at the legislative level in the conditions of innovative development are offered. Separation of these directions makes it possible to focus on addressing the primary gaps in the legislative documents on national security of Ukraine.
