CONCEPTUAL MODEL OF ECONOMIC SECURITY OF RECREATIONAL LAND USE

Abstract

This article analyses the conditions and factors involved in developing a system for assessing economic security in relation to recreational land use, and its application to the Ukrainian economy, which operates in an environment characterised by security risks and military threats. The aim of the study is to develop a comprehensive system (model) that ensures the sustainable development and efficient use of land designated for recreational purposes, whilst safeguarding it against internal and external threats and taking into account environmental and economic factors. The theoretical basis of the study is formed by concepts of common-pool resource management, which is ensured through state regulation, market mechanisms and a multi-level system of land resource management that takes into account security factors relating to recreational land use. Based on analytical studies by international organisations on economic security, as well as official documents on land governance in Ukraine, a system of indicators for the economic security of recreational land use has been substantiated. The essence of the economic category ‘economic security of recreational land use’ has been examined by constructing a structural-logical sequence for studying this concept. This has made it possible to determine that the attributes of economic security in recreational land use are: economic profit from recreational activities and the capacity of natural ecosystems to ensure, in the long term, the provision of social and cultural services for the sustainable development of territories. It has been emphasised that, for the management of land designated for recreational purposes, it is important to identify specific tools (methods) and key indicators for assessing the safety of land use for the Ukrainian economy and for building a stable post-war economy. It is noted that current domestic practice in recreational land use is characterised by the development of national and regional development strategies. It is proposed to implement a comprehensive system (model) based on the integrated use of interrelated actors, objects, principles,  management tools and outcomes, aimed at ensuring the effective use of land resources, preserving their economic and natural value, minimising threats and fostering the sustainable development of territories’ resource potential. This has made it possible to formulate a conceptual model of economic security in recreational land use, as a strategic unity of the development of the integrated socio-economic components of resource potential, aimed at the harmonisation and rational use of the region’s natural, land and recreational resources with a view to meeting consumer needs, and to build up the resource potential of the region and the country’s national economy from a strategic perspective. The practical significance of the research findings lies in the possibility of government bodies utilising the proposed approaches when developing methodologies for assessing the economic security of land resource use in amalgamated territorial communities for the purposes of sustainable development.
