MODERNIZATION OF THE SYSTEM OF GOVERNANCE OF HEALTH CARE INSTITUTIONS: ANALYSIS OF PROBLEM ON POSITIONS FOR IMPROVING THE QUALITY OF THE ELDERLY PEOPLE LIFE

Abstract

At present, the problem of ensuring the health of citizens is extremely important, because, on the one hand, it gives grounds to draw conclusions and assumptions about the possibilities of involving the population of economically active age into the sphere of socially useful labor; on the other hand, it raises a wide range of issues regarding volumes and purpose of funds the state budget and savings of citizens directed to the sphere of preservation and restoration of health. The article argues that health care institutions play an important role in improving the quality of life of people of different social, demographic and age groups; it is proved that increasing the efficiency of healthcare facilities management by using modern management tools will bring Ukraine closer to the socio-economic standards of developed countries. The elderly people are an important socio-demographic group of the population of Ukraine. The solution of their problems of quality of life will contribute to the accelerated economic development of the state, first of all, by reducing the demoeconomic load. However, in Ukraine, the problems of the quality of life of the elderly people remain extremely acute and largely ignored, which needs to be addressed, including by modernizing the system of management of health care institutions. The latter will aim at clarifying strategic priorities, levers and governance mechanisms in the area of public health provision. The article demonstrates that the structure of the elderly population is not homogeneous, which, in its turn, justifies the need for a differentiated approach to measures aimed at ensuring a decent quality of life by medical care instruments. The direct and indirect criteria are proposed that allow solving the problem of structural differentiation of the elderly population in order to clarify the priorities of improving the quality of life. The essence of the basic concepts of the science of aging was analyzed, which made it possible to define and characterize the fundamental differences between the socio-demographic categories "old age" and "retirement age", to draw substantiated conclusions about the priorities of management of health care institutions in the context of improving the quality of the corresponding socio-demographic groups.
