THEORETICAL AND METHODOLOGICAL FOUNDATIONS FOR THE DEVELOPMENT OF THE MANAGEMENT SYSTEM OF HEALTH CARE INSTITUTIONS

Abstract

The article examines the theoretical and methodological foundations of the development of the management system of health care institutions. The relevance of the topic of the study is due to the fact that the basis for the effective activity of a health care institution is the development, organization and functioning of an effective balanced management system. The theoretical and methodological foundations of the development of the management system of health care institutions form a scientifically based basis of approaches, principles of formation of components and elements of such a system, its regulatory, personnel, financial, information support, implementation of management processes and formation of management mechanisms, the balanced coordinated functioning of which will ensure the effectiveness of the entire system. The aim of the article is to study the theoretical and methodological foundations of the development of the system of management of health care institutions. The methodological basis of the study was the methods of analysis and synthesis, observation, comparison; system approach, process, complex, functional, methodological approaches. The obtained scientific results consist in the identification and systematization of components and elements of the management system of health care institutions, namely: the purpose and goals of management; subjects, objects of management; management principles; management functions; structure and relationships; management mechanism and methods; management process; resourcing of the management system; methodological, organizational, informational, regulatory, personnel, financial, material and other support, which in their entirety form the management and managed subsystems of management, interaction and purposeful functioning of which provides the possibility of carrying out managerial actions, making and implementing management decisions and, in general, ensures the functioning and development of the organization, health care institution. Prospects for further research lie in the relevance of substantiating the theoretical and methodological foundations, the formation of models and the development of practical recommendations for the development of effective management systems of health care institutions, which should be carried out taking into account the peculiarities of its activities, the defined goal and goals, the balanced formation of its structure, appropriate for a particular type of medical institution and the provision of employees as the main resource necessary for its development and Functioning.
