PECULIARITIES OF STATE GRANT SUPPORT FOR BUSINESS ENTITIES IN UKRAINE

Abstract

The article is devoted to the study of the peculiarities of providing state grant support to business. A theoretical analysis of methodological approaches to the organization of involvement of business entities in grant assistance is carried out. The functional components and economic impact of their involvement are studied. The structural scheme of communications between the provider of grant assistance and their recipients is presented. The economic feasibility of using and features of grant assistance to business are substantiated. A systematic approach to determining the goals of grant assistance is defined. Considerable attention is paid to the study of the current development and dynamics of the development of grant programs of the state and their final providers. The principles of grant support and their recipients are identified and evaluated. The state regulation of grant assistance in Ukraine is studied. The factors that hinder more active involvement of grant assistance by business entities are identified. The article examines and identifies the disadvantages and advantages of attracting grant assistance. Based on this, it is concluded that the state, as a provider of grant support to business and their recipients, is able to mobilize its activities and increase the volume of grant assistance, turning such assistance into an effective long-term financial resource with which it is possible to ensure the development of not only a particular enterprise, but also the national economy as a whole. These approaches will allow exploring possible options for attracting financial resources and identifying ways to increase their volume and quality of use in various areas of enterprise activity. The dynamics of grant assistance for the period of Ukraine's independence is analyzed, their quality and complexity of attraction depending on the project, the structure of the enterprise and its scale are studied. A comparative characterization between the state grant programs of Ukraine is carried out. The conditions of grant assistance and control over its intended use by the grant recipient are studied. After analyzing the grant market, it was determined that the main provider of grant assistance in Ukraine is the state. Measures to improve the efficiency of state grant programs are proposed. Proposals on the use of a combined system of attracting grants are presented, which will increase their effectiveness as a long-term source of financing and as a reliable tool for ensuring the implementation of certain projects by business entities.
