UKRAINE DIPLOMACY IN THE ELECTRICAL SPHERE

Abstract

 The article analyzes the diplomacy of Ukraine in the electricity field. It is shown that Ukraine's foreign policy in the field of electricity, including energy diplomacy as its tool, is a significant component of guaranteeing the country's national interests. Today, in the conditions of the Russian-Ukrainian war, the problem of ensuring the stable operation of the electric power industry requires not only great efforts of electric power specialists, but also Ukrainian diplomats, who must create conditions for the integration of Ukraine into the European energy system at the international level. It is emphasized that depending on the national interests of the state and the challenges that directly affect it, the concept of "energy diplomacy" can have several dimensions - security, economic, climate, etc. It is important that, when defining its own dimension of energy diplomacy, the state focuses on how it can maximize its strategic interests through bilateral or multilateral cooperation. It was determined that the country's electricity diplomacy depends on many factors, namely: economic, ecological, security. Among the central executive bodies that play a key role in the implementation of electric power diplomacy, the following should be highlighted: Ministry of Foreign Affairs, Ministry of Energy, Ministry of Environmental Protection and Natural Resources, Ministry of Economy, Ministry of Strategic Industries, Ministry of Development of Communities and Territories of Ukraine, Energy Ombudsman , the National Commission for State Regulation in the Energy and Utilities Sectors, the State Agency for Energy Efficiency and Energy Saving of Ukraine. With the help of the experience of the European countries in the implementation of their electricity diplomacy, its following functions have been determined: negotiation, lobbying, informational, analytical, and reputational. It is claimed that in the economic diplomacy of Ukraine, today, energy diplomacy has taken its place, and it includes electricity diplomacy with dual security and environmental components. It has been observed what role each branch of the state power of Ukraine plays in the implementation of electricity diplomacy, namely: the President, the Verkhovna Rada, the Cabinet of Ministers, ministries and agencies. It is emphasized that on March 16, 2022, Ukraine joined the Unified Energy System of Europe ENTSO-E. This integration requires clear coordination of their actions in this area from all central executive bodies that play a key role in the implementation of electricity diplomacy. This requires determining the priorities of electricity diplomacy at the national level and understanding its content, role, meaning, structure of decision-making and their implementation.
