THEORETICAL AND METHODOLOGICAL FUNDAMENTALS OF PUBLIC MANAGEMENT OF SOCIAL SERVICES DEVELOPMENT FOR CHILDREN AND FAMILIES WITH CHILDREN IN LOCAL TERRITORIAL COMMUNITIES

Abstract

The development of social services in territorial communities is currently one of the priorities of the state’s social policy, because the ability to socialize children and provide quality social, medical, educational services for children and families with children and their harmonious development depends on further prosperity and well-being of the state and communities. Today the lack of a clear program reforming of the social sphere at the local level, clear propositions of the social policy structure’s implementation at the community level, clear approaches, mechanisms and tools for its implementation, leads to a certain social discomfort among residents, especially for those who are recipients of social services. However, it should be noted that the current state of reform of the local self-government system leads to a certain transformation in a positive understanding of the social services system management at the community level. Important are the scientific provisions, conclusions and proposals in the field of improving social services N. Kabachenko, T. Kichi, E. Libanova, O. Savchenko in scientific publications which cover the above topics. Practical and scientific-applied aspects of the social protection system, the sphere of social security of the population are considered in the scientific works of such Ukrainian scientists as I. Aristov, O. Afenkin, N. Bolotin, M. Kravchenko, K. Mishchenko, O. Radchenko and others. Ideas for using the social order as a public administration tool for the formation, provision and financing of social services put forward by modern researchers, in particular S. Gorbunova-Ruban, N. Gilbert, K. Corderi, A. Krupnik and others. Highlighting previously unsettled parts of the general problem. However, it should be noted that the current state of theoretical and methodological development of provisions that would clearly justify the mechanisms for managing the formation and implementation of social services in communities, improving guidelines for providing such services to children and families with children during the decentralization process is insufficient. The processed sources of the conducted scientific research concerned mostly certain aspects and mechanisms of functioning of public administration and the social security system of the population, partly work with children and families. Conclusions of the research and prospects for further studies. Thus, the analysis of theoretical and methodological features of the development of social services for children and families with children in communities and the algorithm of development of social services in the local community shows that this is a circular process: from identifying needs, planning and financing social services to their implementation through the network of the social services providers, monitoring and evaluation of their quality in order to further improve the social services and better meet the needs of the population in social services in the coming period. In order to form an integrated model of social protection, the social services provision and children's rights protection at the community level and to ensure accessibility and an integrated approach to provide social support and social services to all community members, it can be proposed the management model which includes social protection, social services provision and children's rights protection combined into a single integrated system. The main directions of creating an integrated social protection system at the community level in accordance with the order of the Ministry of Social Policy from 25.02.2019 № 282, which approved the Guidelines for the implementation of an integrated social protection system, should be proposed as follows: management integration, which can be achieved by creating a structural unit in the executive committee of the local council, which has powers in the field of social protection and social services provision to the population; integration of strategies that can be implemented through the introduction of planning and program-targeted budgeting; integration of processes, which can be carried out through the definition, implementation of certain processes, principles, technologies, adoption of rules and procedures for the organization of social support to residents of the territorial community; ensuring interdepartmental interaction and interdisciplinary approach in providing services.
