Abstract

Modern transformation and globalization processes have covered all spheres of life of Ukrainian society, including social, political, economic, legal, cultural and educational spheres. The current nature of the problems facing the world community, primarily determines the joint search for ways to modernize education and science as a tool for shaping the individual, able to quickly adapt to today's dynamic environment and be competitive in the labor market. It is generally accepted that in most developed countries the modernization of education is a priority that ensures the socio-economic, political and scientific development of society. The illusion of complete self-sufficiency may be a resource for the survival of university education in Ukraine. However, with the integration of higher education into the EHEA, it is rapidly depleted. Self-isolation from the processes developing in the EHEA slows down the development of any higher education institution. For its own benefit, Ukrainian education needs to integrate into the EHEA, while preserving its national identity. As noted in many key documents of the Bologna Process, the transformation of higher education does not require its unification. That is why it is extremely important for Ukraine today to take into account the world experience in this area. At the same time, considering the best foreign practices in the formation of systems for training highly qualified scientific personnel, it is necessary to take into account all possible positive and negative consequences of their implementation in the context of domestic realities. The purpose of the article is to study current trends in the development of the European educational and scientific space in order to reform the system of doctoral education in Ukraine. The article presents an analysis of the development of organizational and legal support of doctoral education in Ukraine over the last twenty years in the context of integration into the Single European educational and scientific space. Particular attention is paid to the Law of Ukraine “On Higher Education” (2014) and the Law of Ukraine “On Scientific and Scientific-Technical Activity” (2015) in the parts related to doctoral education. Recommendations for making a number of amendments to the legislation are proposed, taking into account the experience of developed European countries. The basic principles of activity of the National Agency for Quality Assurance in Higher Education and the National Agency for Qualifications in comparison with the principles of functioning of similar European organizations are considered.
