AGENT GOVERNANCE: EVOLUTION, CHALLENGES AND PROSPECTS FOR UKRAINE

Abstract

This article is devoted to developing a top-level concept of Agentic Government as a qualitatively new model of public administration for Ukraine. The relevance of the research is determined by the dynamic development of artificial intelligence (AI) and its intensive integration into the public sector, which creates an urgent need to elaborate a new governance paradigm.

 The purpose of the article is a systematic analysis of the essence of agent governance and its conceptual foundations, with a clear distinction from classical management paradigms (e-government and traditional AI governance), as well as highlighting the possibilities of developing a practically oriented model of agent governance in Ukraine.

The methodological foundation of the research is a systematic, interdisciplinary analysis of management paradigms, legal concepts and information technologies. Theoretical analysis and synthesis were applied to systematize key approaches and develop a conceptual framework. The empirical basis is formed on the analysis of global cases of AI implementation at the level of public administrationand Ukrainian experience of digital transformation

The article examines the architecture of a modern agentic system in the sphere of public administration, and analyzes global empirical trends. Special attention is paid to the ethical and security challenges of implementing multi-agent systems. The imperative of implementing the principles of explainability and auditability and a clear demarcation of legal responsibility between the autonomous system and the responsible official is substantiated.

Considering Ukraine's unique experience in digital transformation, the high level of resilience of state services, and the need for rapid postwar recovery, the organizational aspects of implementing Agentic Government are identified: establishing interdisciplinary oversight, public engagement, and adapting international standards. A vision for pilot projects on the Diia platform as a transitional stage is presented. The potential role of the Microsoft ecosystem in modernizing Ukraine's state functions is considered. The article substantiates that the successful realization of Agentic Government is the foundation for increasing the transparency and effectiveness of the state apparatus. Thanks to its existing digital foundation, Ukraine has the potential not only to integrate the best global practices but also to form its own referential model of agentic government for other countries.
